Press B, Right, B, Right, Up, B, Up while playing the game to unlock all cars and tracks.

Level Select
Select the 'Special' option from the main menu, then choose the 'Cheats' selection. Enter 'MME WEB' as a code to unlock the level select option on the 'Special' menu.
